You want inconsistencies? This grate (the one with the green water flowing into it) appears when you are above the pipe, but not when you are in the pipe. The open hole is the same hole in both screenshots.
Tell me, how did you discover Half-Life? My story is that my dad found it in a bargain bin and got it for my brother in like 2001. My brother showed it to me when I was a kid and we played the multiplayer a lot.

What if the reason City 17 doesn’t make sense sometimes is because the cities in Half-Life aren’t real cities the Combine use, but instead are streets and blocks that are still relatively intact after the war and they uplift them, similar to how they abducted the building inside the Vault, and fit the streets together? Then probably the first decade after the 7 hour war is just reconstruction and implementation of the newly created cities, where the smooth things out at the edges of each reconstructed piece? It would also kind of explain why most buildings look decent on the outside despite having to go through an alien invasion. No evidence for any of this, just my opinion on the vague lore.
I've seen a lot of Combine hierarchy images, and I don't think any of them are too accurate so I decided to make a more definitive verison, which then includes the rebels, so it ended up more of an overall hierarchy but seen through the Combine's eyes and such. If anyone want some explanation on any of the choices, feel free to ask.
