Is it ever hinted that there are multiple Citadels in Half-Life 2? During Episode One, Kleiner said something like "Citadel networks." I assume it means there are other Citadels on Earth right? But that begs the question of why the Combine would have multiple Citadels instead of one. Would it make sense to just have one Citadel? The purpose of the Citadel is kind of left ambiguous. Is it a base of operations? Technically yes since Breen is stationed at one of them. Is it a factory? Yeah also. Is it a power plant? It has two reactors, the Core and the Dark Fusion Reactor. Maybe it's a giant glorified thumper, it shakes the ground in the chapter "Our Benefactors". Now, I have a theory but I have to ask you guys something. Where would you think the portal storms went after the Combine occupied Earth? Before Half-Life 2, portal storms appeared and caused havoc on Earth. It also brought the Combine in. We also know that in Half-Life: Alyx there were multiple portal storms. During Half-Life 2, we see none of them. Why is that? What if... the Citadel is actually a massive anchor? Hear me out. We see no portal storms right? That's because the Combine found a way to stabilize them; built the Citadel on the bottom of it and stored it inside the Dark Fusion Reactor. Since there are also other storms, maybe they did the same thing again. The reason why there might be other Citadels could be the fact that the Combine can't teleport anywhere. Mossman mentioned that while the Combine can travel to other universes, they can't travel inside that same universe. Meaning they are highly reliant on local transportation. AND since the storms were scattered all around the world, they might have used those storms as a shortcut or gateway for them to traverse Earth quickly during the Seven Hour War. Which hints at the possibility of multiple Citadels on Earth. But hey, that's just a theory!

So, the other Citadels (possibly smaller than the Citadel in City 17 - we just don’t know how they look like, if they even exist) could serve as bases of operations, large warehouses, smaller factories compared to the one in City 17’s Citadel, massive thumpers, and as stabilizing control of portal storms. Yes?

This could actually be viable reason for pillar 10 in ez1 OR a mod with a rebel infested city who took over their citadel but doesnt understand how it works

Oh it was an idea for a mod that i thought was cool. i personally am making a portal 2 mod so i cant do other source engine games but you can try if you want to.

Maybe, but they wouldn't be as big as the main citadel in city 17., Also, the portal storms probably just ceased on their own.

Why did the portal open at the end of the game then if they can travel between universes?
