There's a TF2 update coming this summer, that features " items, maps, taunts, unusual effects, war paints, and other community-contributed fixes for the game", I bet they called mr Lowrie to record some lines for the Sniper, possibly for taunts, but I could also see Valve maybe doing one of their cinematic shorts to go along with the update, and that would be a good reason to be excited.
That would be cool but I doubt it. The new contractor probably just realized that they have the capacity for more work than just the two annual holiday updates which is why the summer update was increased in scale.
