I've seen a lot of Combine hierarchy images, and I don't think any of them are too accurate so I decided to make a more definitive verison, which then includes the rebels, so it ended up more of an overall hierarchy but seen through the Combine's eyes and such. If anyone want some explanation on any of the choices, feel free to ask.

well, idk if they're the same status, they're just the end for the QZ route, they seem to at least be of some high status due to their unique leadership status and vort skull break combine symbol.
I would say the Ordinal leadership skills will grant them a higher position in the future, but they are no Elites yet. And If I were the administrator I wouldn't want anyone but the Elites to guard my door.
idk if Elites don't exist? I just think like the Soldiers, we never run into them cause they just aren't around, i mean we never run into the Elites as Gordon until we breached the Nova Proskept Teleporter cause they were called in and all.
Yeah, the Elites are their own force answering to their own orders separate from the other units. But I don't remember typing that they don't exist in HLA by the way.

well considering the propaganda posters show off Soldiers, I think they're a seperate branch of the Combine military
I believe you're onto something. We only see them within the quarantine zone which leads me to believe they are a clean-up crew/force.
i consider them like the HECU of the Combine in a sense if that makes sense
Maybe all of the human volunteers only get assigned to the quarantine zone because its more dangerous, and also being assigned to anti-anti-citizen duty would give them a great opportunity for spies to help out rebels or for humans to become sympathetic towards them... I forget where I heard this but I was pretty sure only combines were the only ones allowed to become anything more than a Metrocop. Perhaps humans COULD climb the ranks, but they were forced to work as the QZ counterparts.
