I await the day that somebody makes an RNG mod for Half-Life 2 that overhauls the way citizens are spawned so they can randomly spawn with any one of these citizen outfits, including retail.
It is fascinating how the various different designs seem to reflect a different mindset for the setting.
The first four have what looks like a raincoat, which, combined with the gas masks, makes me think that this is the standard wear one needs in order to survive the noxious, sulfuric environments that were abundant in the early concepts of the world of HL2. The colors fit the game's palette of orange, green, black and grey that we see in many screenshots and concept art, they reinforce this sickly, "dark & gritty" look that is so iconic to that area.
Then we move on to the later designs, which ditch the raincoat look, I guess AirEx was out of the picture at this point, the most notable thing to me in the leftmost one is the red armband, also present in the first design, it is the sort of thing a totalitarian regime would use to single out and prosecute people, I guess maybe they judged that this was too on the nose, they did try to go for slightly subtler iconography as HL2 developed.
Finally there's the blue outfits, the middle one has a more sci-fi look, which is a bit of a departure, but the final design reminds me of a ""casual"" prison outfit, it does a good job conveying the idea that everyone is a prisoner in City 17.
Well for the metrocops, the only differences we have are in textures. Unfortunately the only other known model to have been made, the so called "trenchcoat cop" (combine guard,) we never got a model of.
