1. They were designated for quarantine zone only
2. If not the 1st reason they had a lot of flaws and were expensive to produce therefore they switched for new uniforms.
1- if they were only made for the quarantine zone it would be a loss of potential because they are very strong
2-do the combines use money? and the combine are an empire that dominates many dimensions, few resources is a problem they probably would never have
