Maybe he's wearing it at the train station. His suit in HL1 is the Mark IV suit, but he wears the Mark V suit in HL2. Maybe he changed into it.
His Mark IV HEV did not follow conceptions of time during stasis, so by the time he arrived on City 17, it already fell into disuse. That explains the lack of HUD and anything offered by it.
