Quake 64 also got an official release as part of the revitalized Quake. Considering that, it should never be too late for Decay to receive release on other platforms.
But will Valve care is the question. I mean,Half-life 1 on Steam already runs completely fine, plus Decay is a Gearbox creation not a Valve one. Hell the expansions being canon is still up in the air (which I like to think they are). Hell, Marc Laidlaw believe it or not has never actually beaten or played much of Decay (his reason is because he didn't have a friend to play with). As much as I would love it, I don't think Valve will do it :(

Yeah that's one thing I don't understand: if Doom 64 can be officially released on the PC in 2021, then why can't Valve do the same for Decay? 😤
