I theorize that hype and expectations were above what Valve was aiming for it, and they just went through endless development hell trying to create something that would work being accepted as THE HL3 (Or Episode 3).
Maybe they want to finish the story with HLA possibly being an experiment for their modern tools and fan reactions to a Half-Life game. I heard that there were still people at Valve trying to work on HL3, but it'd be difficult to do the series justice with the expectations set for fans and the actual story that would be told could likely differ from Mark Laidlaw's 'Epistle 3.'
At least we have Infinite Finality and Project Borealis being worked on, where hopefully we can have a proper close to the series, at least a fan-made one.
I thought that we would go to the Borealis, save Judith, destroy the Borealis (somehow), and then find a way to get rid of the combine, maybe gathering them all in one place and opening a portal (again, somehow.) I wasn't particularly looking for another gaming masterpiece, I just wanted them to finish the story.
Heck, it didn't even have to end with getting rid of the combine, just ending the game with Eli supposedly dying and then going silent for 16 years was very jarring for me.

Boreal Sketcher's explanation is pretty much the case, I think, I agree with what they said, Valve was intimidated by the expectations and tried to make some kind of Episode 3 various times, only to then scrap it.
It looks like we might be getting close to some kind of continuation now, maybe. Valve has expressed their willingness to return to Half-life at least. Either way, there's a lot of mods for you to check out that should keep you endless entertained in the meantime!
there was something in Valve's Episode 3 files, they say. It shook the employees working on it to their cores. It was a folder of Gabe Newell's amateur porn videos. Each new iteration of the project had this folder, even today. If Episode 3 were to be released, it would have that folder for the players to find
