I've never really thought about it before, but I suppose the implied reason that CPs are the only combine units without glowing eyes is because they are the only ones that are regular humans. The CPs could be simply wearing a mask with goggles over their normal eyes, whereas the glowing compound lenses in the masks of overwatch soldiers literally ARE their eyes...mechanical devices that replace their human eyes.
