You may not know this, but in the 1.0.0.0 release of the HD pack for HL, OP4 and BS, there were actually two different gman models! The one on the left was the original HL HD gman model, and the one on the right only appeared in OP4 and BS! This was later changed in the 1.0.0.1 patch for the HD pack, and the HL specific HD gman model was dumped in favor of the one on the right for consistency. Interestingly enough, the gman on the left was shown off in early HD pack development screenshots.

You forgot to mention that the one on the right is also featured in the canceled Dreamcast port opposed to the left one.

AU where they replaced the one on the right with the one on the left instead, society is in shambles.
More than likely meaning the left gman model was more than likely unfinished and in the HD pack by mistake.
