Despite what some might lead you to believe, nothing from the Half-Life fandom is "canon" (and even some official products are arguable, if nothing else because the writers never really cared about matters of canonicity). Even works created by eventual Valve employees, like Adam Foster's MINERVA, and paid mods on Steam are, for all intents and purposes, non-canon. The sole exception to this rule is the Half-Life 2 webcomic The Adventures of Hercule Cubbage which was blessed by our Lord and Master Gabe Newell and is 100% canon, swear to Gabe.

Sure, why not? Being a small series, Half-Life doesn't have a definitive canon. There's a couple small demos like Lost Coast and Uplink that don't fit within the over-arching timeline of the games' plots, so they might be "non-canon" from that point of view. All the other games published by Valve (or their old publisher company) would fit on a shared timeline. Whether or not fan works are included in that is really your preference. But Levitation is not published by Valve, which I think is probably more of the answer you're looking for. Don't let that deter you from enjoying it, it is very good.

No, expansion pack by the community is considered non-canon until Valve says otherwise.
