Unless they release a TF3/ Official TF2:S2 (Possible, but if so very far away) or the playerbase of TF2 dies (Very unlikely in my opinion) The servers will stay up, since it's not like Valve is at all struggling financially and would rather leave TF2 as it is than make any actions to help or hurt it.
My hope and theory (Reinforced by the existence of CS2) is that Valve may come back to their beloved series' like Half-Life, Portal, and Team Fortress with remakes or sequels. Though that would require any form of motivation by the higher-ups at Valve and it's employees.
Valve makes alot of money from TF2, so they have no reason to do this
