Decay: Solo Mission, Half-Quake, Caged? Not only are there a couple more than what I just mentioned, but all of these mods have devs that haven't participated in the hacking and selling of Steam accounts.
Wait the devs of this mod actually did that? I remember looking at HL1 mods on Steam and I saw this and didn't bother installing it because of the negative reviews claiming that it doesn't really add much to the game.
Moddb is kinda better for mods than steam, espectially for Half life (ironically)
