Do we know if Portal was supposed to be connected to Half-Life during the Prospekt era of development, cause the use of Nova Prospekt and Combine aesthetics could've been just placeholders.
There's a stage in game development called "grey boxing." Developers do this before any art pass to get a feel for how the game should play and get an idea of what does and doesn't work in the level design. They do this to avoid any headache that would be caused by having to redo a level after it is already been made.
It is very clear that they chose the Combine theme intentionally to see how they felt with it lore wise. As time progressed, the more the combine stuff got removed or downplayed. Then they got to the final game's design where it was barely connected to HL's lore. Portal was always intended to connect to HL, but the connection got smaller as the game progressed.
im pretty sure that's the actual reason portal's developers decided to make it share a universe with half life
Despite the fact the earliest version had you in a Combine Facility.

The devs did confirm this. I forgot where it's mentioned, but maybe in the dev commentary
