Well there's lots of evidence towards that, however I believe City 17 is it's own fictional city. It just so happenes that Half Life Alyx's maps perfectly line up with Sofia, Bulgaria. I think that this doesn't necessarily mean they are the same, just that heavyyyyy inspiration was taken from it
