It's a ballistic vest, although there are electric functions, why do you have to recharge a ballistic vest.... to make it bulletproofier? -_- I have two theories in my mind: 1. It's made of a malleable material that needs electricity to become more rigid, in order to absorve incoming projectiles; 2. It's full of some ballistic jelly/slime/kinetic sand. it needs electricity in order to make the material inside more rigid;

Or they don't need to be recharged to be bulletproof, they have to be recharged for the other functions of the vest, like the life support and ammo management.
So we can assume that the HEV is kinda the same, but with hazardous protection on top of it?
Simple; the HEV suit utilizes "high-impact reactive armor" which is generated by whatever energy is consumed from the chargers and batteries, meaning that it must create some form of reactive energy armor field which disallows objects at a high impact to damage it, same with the ballistic vest, as it most likely uses the same technology.
I’m inclined to say it’s the first one. I also hypothesize there’s a “nano tech” explanation where many wearers of HEV suit tech were injected with nanites before hand. In which the suit charges the nanites inside the body to make regenerative healing possible, while also providing protection to the user.
