How Do I fix this? the walk animation for the model pauses on the last frame for whatever reason. It's a 46 frame sequence played at 60 fps. I've made sure to export it properly and I can't see any problems with the .qc

The first thing that comes to my mind you have the same pose on the first and last frame. It could also be the "end" of the animation range in Blender is different from how many frames you actually made. If all else fails, decompile the pistol and import just the walking animation and remove the duplicate frames
