Probably Roswell / UFO related stuff. Black Mesa is Valve's version of Area 51 (Just like Liberty city is Rockstar's version of New York, etc). So there are all kinds of rumors circling all over regarding the place. Barney, being an employee there, seems to be fond of that.
I think barney reads them because they're stupid, guessing because he works at a government facility, but! If he does I'd probably guess area 51's got aliens in there.
To be fair, would Aliens really be a conspiracy to Barney? I mean, he likely KNOWS about Xen considering he works near it. You can't really keep something like Xen from someone like a security guard. Word gets around y'know?
