The 2003 leak was actually a wake-up call for Valve. The leaker and everyone in the community were shocked to see how unfinished the game was. There was no way Valve could have released this. Essentially they had a year to completely change almost every model and texture to a higher standard version. We’re actually kinda lucky the leak happened tbh.
Everything you said is true, we would receive an unfinished product that, fortunately, took 1 year to improve, change some phases, visuals, etc. It's because visually it would look like this (At the same time it would be released unfinished according to the 2003 leak).
