According to Richard Lord, Wheatley would have been considered during the development of Portal 2 to have a small internal robotic arm, that would come out of him and use that arm to move around (this idea was abandoned for technical reasons).

And this thing, about a personality core with a robotic arm, immediately made me think of Grady's design.

Now, I have two theories about this:

1. This abandoned idea from Portal 2 was recycled for Grady's design.

2. It's just a coincidence.

Think they liked the concept and wanted to reuse it. Valve do this a lot

Considering how many scrapped concepts and ideas are in Desk Job, I'd assume that it's not a coincidence and that they wanted to reuse it.

Aperture Desk Job reuses a lot of concepts from the unused F-STOP project. Even as far as recycling sounds and textures. Definitely intentional!
