I get the impression that it's just a loving nickname they gave to their base, I don't think the Black Mesa company had a subsidiary in eastern europe. But there is something that contradicts this opinion of mine: the White Forest bunker was owned by Black Mesa, as explained by Valve in this ancient article: computerandvideogames.com/articl…. So they could, in theory, also own the facility named "Black Mesa East", but I think that would make it a poor hideout for the resistance, because there would be official records of its existence.
Yeah but they seem to have occupied White Forest only after the citadel was asploded. I guess they must have hurried there afterwards to take advantage of the situation. In Izzy's Kleiner-cast he says that they have developed several technological advances which they would try to deploy before the Combine's return, it checks out that this meant White Forest.
