I used to hate cinematic mod, that was until I thought to play it with mmod, and I enjoyed it. Cinematic mod was a really refreshing experience and fun as hell to. If anyone was looking for a "remaster" of Half-Life 2, I would definitely recommend the CM2013 + MMOD combo
The first 30 seconds honestly show everything that needs to be said about the aesthetic and level design of Cine mod, "what if there was shit *everrrywherrre*".
Maybe it's in .85 speed because of the way movies are in lower framerates, since it's inspired by hollywood. I don't know.
For me personally, I think cine mod is a "skip and forget" type of thing. Some people in fanbases tend to go overboard on stuff and can be as questionable and cringy as the things they are against.

believe me bud, this is nothing compared to the mess of Half-Life 2 Overcharged that is. At least this looks polished.
