in universe, how do Combine Fabricators work?
wouldn't The Combine WANT all the weapons to be the best of their ability? why make them pay with seemingly scavenged resources to be more effective??
the resine is what the fabricator use to upgrade the weapon, it is the material for the new pieces, it is all hiden because everyone there are dead for a long time so the little pieces that remain are spread like all the trash that we see.
