That's... literally NOT the citadel. That's the air exchange. That's part of Viktor Antonov's concept art for the air exchange. We even have a map of the air exchange that looks almost identical to this picture. Why'd you think this was the Citadel?
I've been dreaming of a well-designed, playable, reimagined version of this for years. I really can't wait to see what cvoxalury will be able to do with it eventually.
