Ep1 is underrated. Technically it's the weakest episode yes, but only by virtue of there only being two episodes and the second of them being the pinnacle of all of HL2. Ep1 still has plenty of awesome moments and setpieces (the hospital fight and the impromptu roller coaster ride through the citadel being two highlights)
Although I agree, the entirety of the hospital is great, "What kind of hospital is this?" is favourite Half-Life song to date and I even find the underground section to be quite fun, but the highs don't quite reach the same highs of HL2 or EP2.
A short and simple yet fun Half-Life experience is how I'd describe it, similar to Blue Shift.
