I am not sure if there's any name, because such menus were exclusive for GoldSrc games (Half-Life and its mods) in WON, if I remember correctly from what I've seen and read. You are not far from truth by the way, these menus are made as BMP images in certain order and it was created in some sort of graphics editor. Luckily, few months ago I've found a reuploaded old WON menu maker, where you can create your own custom WON menu much faster than in any graphics editor. Of course, it has limited functionality, but for practicing and experimenting it should be fine.
