Can it be a full on mod in case someone doesn't want to do all of this?
In theory yes, it could be packaged as a mod, however my experiment is already obsolete as Nvidia just released a new, open source version of the runtime! community.lambdageneration.com/h… I might try to get it to work with the latest Steam BM version soon.
