I think a lot of this is because the original portal was meant to be set in a combine controlled lab
Portal has alot of personality, in the characters, songs, gameplay, and anything else. The entire point of The Combine is that they assimilate any group they can and be as efficient as possible, hence the name The Combine or as Dr. Breen described them, a Universal Union. The Soldier show no emotions is because they are supposed to be super-soldiers. They remove emotions from the soldiers because its not necessary and because that can make them want to rebel. Now think, why would The Combine regress on this? Why would they try to give an AI personality? Why would they let unmodified humans work on their projects, wouldn't they just use stalkers?
The combine field does not count because its like a light bridge
