theory : we never see city 17 at night what if thats why we only see it's head. that or they we around in between hl:a and hl2.
It probably still exists in the lore and we just dont see him in the game, remember that there are burnt corpses in the sewers so that could confirm it too
not in the release in the beta there was a type of combine called the cremator and it's basically the janitor of the combine it just cleans up the bodys of the street thats really all it did other then kill people that tried to hurt it exept the combine and that thing in the jar was its head.
