From those four, City17 is the best... despite abolition of sex and forget-water. Ravenholm is hell. Anltion coast is worse, they run and fly And Xen is the most hostile place... but maybe if you manage to eat some vegetables and animals without dieing...
If there are no options to live free i would live in a hidden place near the coast .
