The APC does not double as a tank. It can only use a machine gun and missile launcher combo, and likely is not as heavily armored as a tank would be.
Regarding the Strider and other possible Synths, consider the fact that the Gunship existing didn't stop the Combine from developing the Hunter-Chopper.
I think the Strider counts as their tank. It's superior to anything we can come up with by virtue of the fact that it towers above a tank's normal sightlines, it's armed with two different energy weapons that probably do short work of any armor we have, I think it it fares better in urban environments (which is where the Combine want to stay) because of its height and mobility, it can't be climbed on easily, it doesn't care too much about mines and improvised explosives on the road, it turns around pretty fast, doesn't have sides that have weaker armor, and it can crouch down to better take advantage of buildings as cover (although this widens its visual profile).
They could probably still use the tanks that each countries' militaries used, if they are short on those APCs.

About that last part, the Combine would NOT use Russian tanks even if they ran out of APCs. Why?
Because the T-72 is a piece of shit that is easily destroyed cuz it has the ammo right below the crew and the T-90 is just a glorified T-72.
