I may or may not have kinda cheated.
The metrocops are npc's that I spawned in, couldn't get them to chase me, but when a citizen spawned in and was walking down the street they jumped him, so I just turned off AI and moved them into place, then nabbed one of the Cambots when it was about to flash me lol
