Found out why...
"Germany has a new law that makes Steam age ratings on store pages mandatory after November 15th - no matter what type of game or mod it is.
To fix this, devs/publishers only need to fill out Steam's age rating survey in the store backend (which apparently only takes 2-3 minutes) and the game will be relisted in Germany."
