Im not sure if i can solve this but here's my guess:
i looked up the textures of selected brushes and they are concrete/concretewall026b and concrete/concretewall026c
and they aboth have windows however with different size. (26b the top one has a 3x4 window while the one below 26c is 3x6)
and i found out that 26b is used for the top (since it has that top line) while 26c is used for the middle one.
So in conclusion they have the same size!
