the h.e.v suit probably has compartments for hiding the weapons and batman has friends like dr fate to deal with gman. Gman is a lesser being because of his Employers while batman does have no kill rule he is agile enough to outmanuver gordon and has gadgets counter some of his weapons.
Gordon solos in my opinion. I mean bro literally has an inter-dimensional god at watching him at all times to make sure he doesn't die. If Bitchman tries laying a finger on him, G-Man is just gonna come in and evaporate him. Plus, Batman's a pussy in most of his portrayals anyway considering he has the whole "No Killing Rule".
