In HL1 its just the left button next to the one key
In HL2 EP1-2 BM you have to enable it in settings
Settings->Keyboard->Advanced->Enable Dev Console
then i like to change Console Key
Settings->Keyboard->Toggle Dev Console i like to change it to n
then go into a chapter lets say HL2 then press the Console button the console should now open
say "quit smoking" in console once you get it
