Wrong. Wrong. Wrong. Wrong. Wrong. Wrong. Wrong. Gabe hand-picked modders of Quake to work on HL. Half-Life and Half-Life 2 shipped with Worldcraft/Hammer precisely because they want people to make mods. Team Fortress, Counter-Strike, Day of Defeat all started as mods. Steam has special support for goldsrc and source mods for crying out loud. And of course, Black Mesa. I personally think goldsrc and source has some of the best mods that could exist. And I'm not talking about reskins or shader mods that modify the base game (though those exist as well) but total conversion mods. Just look at the RTSL Hall of Fame. And many are still being released year after year. Between this and paid DLCs, yearly releases, cosmetics, and loot boxes, I take mods any day of the week. If there's a problem with Valve in the past decade it's the lack of communication in general, and lack of love of their own titles. And compared to other studios and publishers (looks at Nintendo), Valve treats us like kings.
