Part of it is probably just that not many people upload to the workshop.
Forgot to mention, this is GMod achievement (but you could probably tell by the icon). So for sure a lot of people upload to the workshop.
Yeah but even still, most Gmod players haven't even played for 168 hours. Achievements are calculated with everyone who's ever launched the game, not just frequent players.
